Progressive biomes is a planned mod to make biome/planet pairings both more consistent and more logical, which also ends up making them more rigidly progressive with the overall game progression.

The Problem

In vanilla Starbound, there is a high degree of randomization in what biomes can appear on what planet types. While that sounds fine in theory, and is desirable to some degree, the base game goes too far; almost every biome that is "designed for" a planet type is more often found on mismatched planets as opposed to valid ones. This is especially serious for the late-game biomes, which are both fewer in number and more strikingly themed, making them more often mismatched and more blatant when they are. This has three main negative effects:

Firstly, it simply looks odd or even ridiculous to have some biomes appear outside their proper context; midnight biomes in particular are so strongly tied to their planet theme in their design that seeing them anywhere else looks horribly out of place. Even aside from that, it is extremely jarring and ugly to find, say, Garden biomes on Tundra planets or Scorched biomes on Midnight ones.

Second, many biomes can appear "too early" for their tier, which forces the player to deal with creatures and environments they may not yet be ready to handle.

Third, and most importantly, this massively undercuts the "discovery" side of exploration, since you are now likely to have already seen every biome before you see it in its native environment, meaning nothing really feels new or unique anymore.

Redesign

This mods completely redesigns the biome/planet allocations, so that there no longer is that degree of variability. Some randomization will still occur; jungle planets having forest biome, for example, is fine, as is a alpine biome on a tundra world. However, you will see far less "tier mixing", and some biomes - chiefly midnight, volcanic, and a few other heavily-themed ones - will never appear outside their respective planet types, nor will those planet types offer much variation in their own biome sets.
